1. Maintain up to date contact information for staff, volunteers, and everyone who enters the building as a guest. (This will include names and phone numbers and will be a part of our current list of staff and volunteers that is kept on the Sunshine Hills Church computer network.)
  1. Staff and those wishing to enter the building must stay home if they are sick. (See Health Questions below, or the online assessment tool found at, for clarity regarding what constitutes as sickness.) Any staff member or volunteer who becomes symptomatic while in the building or onsite will be asked to leave and return home immediately. Their office or area of service will be sanitized thoroughly directly following their departure.
  2. Sign in for all non-staff who enter the building during the week. A registration process will be in place for larger gatherings like Sunday morning services. The registration system will be online and clearly communicated via our regular communication platforms. Check in upon arrival at the building will ensure that people are showing up for the service they signed up for. This will also support tracing efforts in the event that a participant tests positive.
  3. Provide information and training for staff, volunteers and parishioners (Physical distancing, Facility risk-reduction measures, Wearing of masks, Hygiene practices such as washing hands and not touching face)
  4. Post occupancy limits for areas within the church (break rooms, washrooms, etc.). Signage in place for entrances, exits, maps of movement, and out of bounds areas. Where needed, floor markers will be in place to ensure distancing when waiting for entry. Washrooms will be open for public gatherings with an occupancy limit of one person. If used, the person will be instructed to use the approved anti-viral disinfectant spray on all surfaces in the washroom after using.
  5. Post the COVID-19 policy where it can be seen and read by all who enter. The plan will also be published on the Sunshine Hills Church website.
  6. Remove all communal items from lobbies and common space.
  7. No food or beverages will available or allowed to be brought into the church during public gatherings (services/events).
  8. When entering church property, physical distancing must be honoured at all times. This includes, but is not limited to, entering and exiting your vehicle, entering and exiting the building, and during the service/event itself.
  9. Churches are not deemed essential services and so we are technically liable for those who come into our building and/or onto our property.
  10. Everyone who enters the property/building must agree to observe and honour all protocols in this plan. There can be no exceptions in this time of re-opening our property/building to visitors and groups.

Respiratory Etiquette

All those who work in the facility and those who visit should be instructed to:

  1. Cough or sneeze into their elbow sleeve or a tissue, throw away used tissues, and immediately wash their hands.
  2. Refrain from touching their eyes, nose or mouth with unwashed hands.
  3. Refrain from sharing any food, drinks, or unwashed utensils.

Health questions to be asked before attending a church related activity

  1. Have you travelled outside of Canada in the last 14 days?
  2. Have you been in contact with anyone who has travelled outside of Canada in the last 14 days?
  3. Have you tested positive for COVID-19 in the past 14 days?
  4. Have you been in contact with anyone who has tested positive for or is showing symptoms of COVID-19 in the past 14 days?
  5. Do you have a cough? Runny nose? Fever? Difficulty breathing? Any flu-like symptoms? (Pre-existing conditions such as asthma or seasonal allergies will be taken into consideration).
  6. Have you been instructed by a doctor to self-isolate within the past 14 days?

If the answer to any of the above questions is yes, for the safety of others, please do not participate in any church related activity at this time.

Entry into the facility for church related events/services

  1. Gatherings (Sunday morning services or other larger gatherings) will require registration in advance of the event. This is to ensure that we are at or below the number cap for each gathering as determined by the BC Government, and that we have information for contact tracing to help curtail additional infections.
  2. Signs will be posted on the outside entrance communicating that a mask must be worn by anyone entering the building; all visitors during the week and all attending a church event or service. If someone does not have one, a mask will be provided by the coordinator at check-in or by a member of the staff. We will clearly communicate through all our communication platforms about the mandatory wearing of a mask while in the building and participating in a church gathering. If an individual feels they cannot wear a mask, one of the pastoral staff will discuss the policy outside the building to determine how best to meet the need of the individual. If a person cannot wear a mask for health or other reasons (including personal choice), we will encourage them to exercise the option of participating in the life of Sunshine Hills via our online content. Children under the age of 6 will not be required to wear a mask in the building, but we ask that their parents instruct them to maintain proper physical distancing. On stage presenters will not be required to wear a mask while on stage as there will be a distance of 3 meters minimum between the presenter and the first row of people. There can be no additional exceptions for those attending and volunteering.
  3. Limit our gatherings to 50 people maximum and ensure physical distancing of at least 2 meters in between individuals or households. The limit of 50 people applies to each area within the facility and not to the whole facility. (This number is subject to ensuring that proper physical distancing of 2 meters is possible.)
  4. Households (those who live together in the same building) and groups (those who are in a bubble together) may sit together without physical distancing. These groups will need to be limited to no more than six people, in keeping with the direction of our provincial government.
    1. Households, and groups that are in a bubble together, must stay together and ensure that children in the group remain seated during the service.
  5. In scheduling events, we will provide enough time for people to enter and exit without congestion. Clear direction will be given for entering and exiting, and separate entrances and exits will be made available when necessary.
  6. Hand sanitizer will be provided at all entrances and exits.
  7. Sanitizing wipes will be accessible in clearly marked locations, along with marked receptacles for disposal.
  8. A coordinator will be stationed at the building entrance to ensure all who attend practice physical distancing and honour our safety protocols. This includes, but is not limited to:
    1. No physical contact outside of households (hugging, handshakes, etc.)
    2. Sanitize hands before entering
    3. Masks must be worn throughout the entire gathering

Prayer and Worship

  1. We will continue to offer online services and other creative ways to allow our people to gather safely while honouring the safety protocols outlined in this plan.
  2. Speaking and singing release large respiratory droplets which are the primary way COVID-19 is translated and these activities have an increased risk that must be acknowledged. Masks will be required for individuals when singing in a public service or group. Duration of singing indoors will be reduced.
  3. We will not physically touch people or share/pass items between people. This includes receiving of offerings, communion, laying on of hands for prayer, and anointing people.
  4. There will be sufficient space (3 meters min.) between the speaker and the congregation.
  5. Additional activities of the church, including baby dedications, weddings, memorial services and water baptisms, are impacted by the restrictions brought about by COVID-19. It is yet to be determined how we will meet these needs in a safe way and in keeping with the safety restrictions and guidelines of the government.

Cleaning and Hygiene

  1. Cleaning and disinfecting of high contact surfaces throughout the facility are a priority.
  2. Our janitorial staff has a schedule that is thorough and completed regularly and with due diligence. (Please see Addendum #1 re: janitorial schedule.)
  3. Using hand sanitizer will be required when people enter the building. Hand washing and sanitizing will be strongly encouraged during the time people are in the building and sanitizer will be available.
  4. An approved anti-viral disinfectant will be used for surface cleaning throughout the building, including the washrooms. Those using the washrooms are required to spray all high touch surfaces with the disinfectant before exiting. The janitorial staff and/or volunteers after an event will have a check list of what needs to be sanitized following use and in between use by a different group of people before the next group uses the space. Our cleaning process and schedule will be reviewed periodically to ensure we are addressing the best practices as the COVID-19 situation is understood better.
  5. All chairs used during a service/event will be sanitized in between use in preparation for the next service/event.

Specific Directives for the use of the Sunshine Hills Church facility

The following is a detailed plan for the use of our facility by various groups:

(Please see Addendum #2 re: Student Ministry building use and Addendum #3 re: shared spaces.)

Plan for the Office:

  1. We will practice due diligence among our ministry staff.
  2. Where distancing is not reasonable, we have installed physical barriers.
  3. Mask wearing required in areas where proper physical distancing cannot be ensured.
  4. Established protocol for use of office equipment and supplies (pens, etc.).
  5. Hand washing and sanitization throughout the day.
  6. Observance of proper respiratory etiquette.

Plan for using the Auditorium (which will be the pattern for other physical spaces throughout the facility):

  1. Organizer of event (pastor, small group leader, etc.) will have read this COVID-19 Plan and will ensure that all protocols are observed during the duration of the event.
  2. If you are sick, do not come to participate in a meeting here on the church property.
  3. Masks in the building will be mandatory for the safety of those who come and for the safety of those who work here in the building.
  4. Washrooms will be available with a capacity of one person at a time, and all individuals who use the washroom must follow the posted cleaning procedure before exiting. Washrooms are sanitized regularly but we are not staffed to have them open as normal. Washrooms will be fully sanitized in between each service/event. An approved anti-viral disinfectant will be used in the washrooms in the form of a spray that is not wiped off. Due to limited lobby space we will ask that individuals do not line up to use the washrooms.
  5. Everyone will be required to use the hand sanitizer when they enter and when they leave.
  6. Everyone will have to sign in each week so we have a record of who was here on what date. Sign in works for small groups and a more sophisticated process for larger groups.
  7. No food or beverages will be brought in or distributed at any public gathering (service/event) on the church property until further notice. Due to the shorter length of the service at this time we encourage individuals to hydrate before the service and not bring individual beverages (water bottles, coffee cups, etc.) into the building.
  8. Chairs will be set up in accordance with proper physical distance. They will be sanitized before and after use.

Sunshine Hills Church and Hilltop partnership in combating COVID-19

  1. Because both parts of Sunshine Hills Church, the church and Hilltop, share the same building, we must have a consistent and unified COVID-19 Plan as required for the safe operation of both sides.
  2. When entering from one zone of the building to the other, face masks are required. The Hilltop zone is both levels of the CE Building and the old “Porch” and kitchen. The Church zone starts at the General Church Office (Lynn’s office).
  3. The employees and staff on both sides of the building must be mindful of the policies and protocols of each side of the building when entering the space.
  4. Physical distancing is required when interacting both inside the building and in the parking lot.

In Closing

A foundational teaching of Christianity is to love one another and realize that we are to serve one another in love. In these times of COVID-19, this policy required by the BC Government for us to re-open is all about loving others and keeping each other safe. This command to love one another supersedes our individual rights and freedoms.

Adhering to this policy is required by the BC Government. Opening at any level is a risk and we must do everything we can to limit all possible risks of COVID-19 transmission. As a local church, we are not an essential service and so Sunshine Hills Foursquare Church and the Foursquare Gospel Church of Canada can be held legally liable if someone contracts COVID-19 and we have not been diligent in following this policy.

Like any plan, this Sunshine Hills Church COVID-19 plan will be a work in progress as new information becomes available. In developing the plan we have started from a position of stricter policy as it is easier to relax requirements as we go, as opposed to having to tighten them back up at a later date. We have endeavoured to be as simple, clear and inclusive as we can be.

If for any reason, you feel you cannot adhere to the stipulations outlined in this policy, we defend your right to personal choice. For the good, health, and safety of all concerned, we ask that you would continue to participate in Sunshine Hills Church through our online offerings and choose to not attend an in-person event.

Janitorial Addendum

Cleaning Specifications for Sunshine Hills Church – as supplied by Integral Hospitality Inc.

6 Service Nights Per Week – Sunday through Friday



  1. Empty trash receptacles and items marked as such and take designated area in/outside.
  2. Clean glass entrance doors, interior and exterior and polish doortrip and spot clean glass.
  3. Dust surfaces, shelves, counters, picture frames and high areas up to 6 ft. Dust all picture frames.
  4. Damp wipe all office furniture, desks, shelves, etc.
  5. Clean and sanitize all telephones.
  6. Vacuum and mop all floors (wall-to-wall weekly).



  1. Empty trash and recycling.
  2. Wipe all countertops and the fronts of the dishwasher and fridge.
  3. Sweep and mop.

Specific Directives for shared spaces (Sunshine Hills Church and Hilltop Christian Childcare Centre):
  1. Organizer of event (pastor, small group leader, etc.) will have read this COVID-19 Plan and will ensure that all protocols are observed during the duration of the event.
  2. Use of a shared space in the building must be pre-approved for use by the director of Hilltop Christian Childcare Centre and one of the Pastoral Staff.
  3. The organizer of the event will make sure all areas are properly sanitized prior to use.
    1. Hilltop’s COVID-19 Plan requires their staff to properly sanitize every space before closing for the day.
    2. Additional sanitization may be required before guests can enter the space.
  4. At the end of the evening, all spaces that were used will be properly sanitized in advance of janitorial arriving later in the night.

  1. Organizer of event (Student Ministry Team Leader) and leadership team will have read this COVID-19 Plan and will ensure that all protocols are observed during the duration of the event.
  2. Contact information will be kept up to date for all current Student Ministry volunteers.
  3. Students will be required to register during the week before attending a Student Ministry event on Friday night at the church building.
  4. Student Ministry events will take place on Friday nights and utilize up to 4 separate areas in the church building. (All areas will be pre-approved for use by the director of Hilltop Christian Childcare Centre and the Generational Pastor.)
    1. Each area will have a clearly designated entrance and exit.
    2. Students and leaders will be required to wear a face mask at all times.
    3. Physical distancing will be maintained in all areas being used by our Student Ministry.
  5. The Student Ministry Team Leader (or a leader of his designation) will make sure all areas are properly sanitized prior to use.
    1. Hilltop’s COVID-19 Plan requires their staff to properly sanitize every area before closing for the day.
    2. Additional sanitization may be required before students can enter the area.
